[Feature] Add "noPermission" message

Since this is an intrusion into the direct user experience, I am creating a feature request for this.
If this is approved, I would look into it and incorporate that.
It has happened to everyone that you want to execute a freshly added command and it does not work.
It does not always happen that you have the idea to check in the permissions if you have the rights for this command.
Therefore it would be of great use if you get a message that you do not have the permission XY.
So you know at least if it is because of the permission if the command does not work.
What is the expected behavior of the new feature?
When a user executes a command for which he has no rights,
a message should come that he has no rights for it.
Like: You don't have the permission XY to do that!
